They can be overhauled, but then you are still dealing with a 21 year old instrument. Not sure about OH cost, but I'm sure it would be North of $1K. The gascolator bowl refills by gravity when the fuel selector is turned from the OFF position. There is probably a lot of air in the fuel lines downstream of the fuel selector though, since part of the engine test run procedure done at the beginning of the Annual Inspection calls for testing the OFF...
