The way I read this is that the grounding is only for the initial oil sample, so unless your plane is brand new you should already have sample history from previous oil changes, or the last 50hr sample if you were already following the MSB

It could very well be bleeding internally and cycling the pump in the air, you just can't hear it. The pump should only have to kick on for a split second once an hour to maintain pressure if it is well sealed.

Good forensics. I imagine that the material selected for that o-ring was intended only to be fuel resistant and not glycol resistant?

If it's at a shop you trust, you can have the prebuy rolled into an Annual upon closing. If the Annual was just done by agents unknown, I would definitely still get a prebuy done by someone you trust because they will find out if the Annual was done correctly and completely. Since it departed on takeoff it was obviously the lack of nut/pin. I have heard of the DA40 fork coming off at least once as well. Someone didn't want to spend the $1 for a new locknut.
