Yes, LERS is an option. Indeed the prices have gone up since. I think the landing fees have doubled.
I don't know about handling, because when I go there, I go for service at Rosique, the Diamond distributor for Spain (our host of the Menorca event).

So anyone who wants to go there is 'coming in for service', no handling fees, no PPR...
