Absolutely, I use KFXE and KFPR all the time, they are AOE.
A supplementary remark, if you fly VFR with Flight Following or IFR between 2 non-US airports (e.g. from Turks to Nassau): the FAA will charge a navigation fee for those legs, at around 50c per nm, irregardless if you are a B747 or a DA20. The first 250$ are waived (so, if you fly up to about 500nm, you're good). If you want to save this fee, fly VFR, Nassau Radio still will activate your plan, and check if you have not arrived.

I can assure you that both KFPR and KFXE have US Customs facilities and are Airports of Entry for general aviation aircraft.
