One thing we should not forget is that ATC operation is a challenge in these times as well. Anyone cruising as single pilot with no passenger might not endager him or herself directly, but would contribute to ATC workload and therefore people gathering. This is especially true for IFR approaches and IMO something that would be important to consider.
