The grounding strap in my DA40 NG, is a flat piece of metal behind the step, on both sides. The picture from the OP looks cylindrical and more like an OAT sensor.

The object in my picture has been established as the OAT. My 2003 aircraft doesn't have the grounding strip so I ordered a couple from Premier. Got them this week and will have them installed next time it's in the shop. Thanks to all for the clarification.
