And what would keep them on station?
Aren't they nukes? I would hope they would motor along into the headwind, doing whatever pattern they usually do.

I just meant decommissioned from the military, in my fantasy the reasonable (compared to ferry fees) landing costs keep a skeleton crew and they keep circling the area. Maybe they are research stations as well.
