As a Canadian, I am embarrassed as Transport Canada is an embarrassment. I just wrote a 1,500 word op ed for a Canadian aviation magazine about the inadequacies of Transport Canada and this is one of them.
In my dealing with the aircraft certification department many years ago, they feel compelled to add their stamp to any aircraft certification if, for no other reason, to justify their existence.
The Boeing 737 Max saga just made it 100 x worse.

Years ago, Christian Dries, former Diamond CEO (and whose family owned Diamond Aircraft before selling to the Chinese), developed a love/hate relationship with US. While he loved that Diamond was able to sell so many planes to the US, he hated the litigious nature of US owners -- particularly those who sued or threatened to sue Diamond when Thielert went bankrupt and left owners with unsupported and problematic diesel engines in their expensive new DA42 TDI aircraft; these owners expected Diamond to make them whole or provide heavily-discounted replacement Austro engines (which could have bankrupted Diamond).
So it's not surprising that for years Diamond continued to base North American operations out of Canada instead of the US -- relying on separate distributors to sell to often-demanding US customers. Maybe Canadians are just nicer...
