Agree that it's easy, but a windmilling restart requires replacement of your engine's timing chain.

You misunderstand me ... it's so easy to get an unintentional windmilling restart that it's not worth the risk to shut it down in training. It's a bad thing to have that happen as you note. I wasn't saying "gee what's the big deal, it's easy to restart when windmilling!" :)
