There is a check valve in the fuel transfer system. The valve is supposed to be replaced every 1000 hrs. The valve prevents fuel flowing from left tank to right tank. Static RPM is usually checked with the aircraft stationary. As the aircraft moves fwd the load on the prop blades changes as the airflow is at a different angle of attack. Have done it a few times.
Largely depends on where the CG is now.
Its easy to do the SB but I would recommend doing a new CG so you know exactly where it is now. Then run up a spreadsheet so that you can change things around and work out what is the best adjustment and how much weight to add.
