"Goo Gone" would be my recommendation. Citrus-based product. Should be able to find in most stores that stock cleaning supplies.

RWT, Although it is referred to as "Fire Retardant" - its primary day-to-day purpose is "Heat Shield." It is applied as a thick substance and it protects the cowling from the engine heat, especially around the exhaust piping. The belly of the plane also has a layer of this paint ...
