Does anyone know if they service or adjust the foot pedals when doing the annual?

The DA 40 NG AMM (page 9 in section 05-28-50, item 12) calls for inspection, but not necessarily adjustment at the annual (and 100 hours).
- Incorrect attachment and function.
- Corrosion and damaged surface protection.
- Damaged adjustment mechanism.
- Improper function of adjustment mechanism.

The pull cord does not move the collar that I suspect allows travel of the pedals with pressure when trying to adjust. When i pull on the cable it seems stretched.

Yes, this should be addressed during the annual inspection (to your original question) per the AMM.
