Updated - Fuel Quantity Measuring Device
Here is one for you -- My newly minted DA40NG has an updated 'Fuel Quantity Measuring Device" pictured below. I thought it would be in gallons, but seems to be in something else. I thought mililiters, but when I thought I was measuring 10-12 gallons in a wing, I got 165 units.
Does anyone know what the units are? And how or where you use the leveling feature?
Also note that the tube is no longer glass, but plastic tubing. )

Note that it’s linear so it doesn’t seem possible it’s volume. Kind of looks like millimeters. Measuring the depth of the fuel? Check the numbers against a regular millimeter scale.

That one looks even more Steampunk than the original design. The DA40NG AFM on line has the old style, and there are not any TRs listed for the new one that you have. To me, it looks like there is also an inclinometer to determine the level of the wing or fuselage. I would imagine that they have a chart somewhere that you can enter the scale reading and inclination value, and it will give the fuel level in the tank in gallons...

This is regulators solving a problem that doesn't exist. Requiring it to be onboard at all times is just insult to injury.

At the risk of being overly pragmatic and sounding glib... it doesn't matter one jot. The only thing a new NG owner needs to know is that gizmo needs to be put in a plastic tough box (home depot/lowes) and secured where it won't break. It will never ever see the light of day again.

Pragmatic considerations aside: The reason it's required to be on board because this is the only way to physically verify the amount of fuel in the wing tank when the amount is below ~13 gallons. Without this contraption, a pilot may not be able to meet FAR 91.151 (VFR fuel requirements) or 91.167 (IFR fuel requirements). Of course, it's a corner case, i.e., when the electric fuel gauges are INOP or otherwise considered untrustworthy.
Fortunately, I've never had to use mine. Using it with Jet-A would be a smelly mess, worse than the fuel sampler (which I double bag).

Smelly mess is right -- I wanted to understand how it worked and see how close the digital gauges were so I tried it. I plugged it up to the wing as instructed, waited for the fluid to balance in the gauge and got a reading. Then I unplugged it from the wing, and all the fuel squirted right out of the connector! I suppose you could put your finger to close the top of the gauge or crimp the hose before pulling the connector out. I know that now. Or just won't ever use this thing again.. Yes that pair of shorts went thru the diesels cleaning process. Yuck.

Congratulations! You are the only person in the U.S. who has used this gadget. Can’t help with the laundry problem, but I highly recommend this stuff for hand cleaning after fueling if I get careless. I keep a small bottle in the plane.
